Abstract:
With climate change and technological development, the world
is changing fast and disasters are posing an increasing complex challenge
to society. Although the major emergencies of the future will not be exactly
like those of the past, there is a need to learn and apply the lessons
of past disasters in order to work for a safer future. With reference to
significant events from distant and recent history, this talk will review
some of the major lessons derived from disasters and consider how they
may help disaster risk reduction as we move into an increasingly uncertain
future. Emergency managers are often accused of "planning for the
last disaster, not the next one", but paradoxically the study of successes
and failures in managing the disasters of the past can help develop a better
strategy for adapting to the disasters of the future.
